Objective – Agree a flexible, viable approach to delivering affordable housing.

Constraints / Considerations – Establishing a Section 75 agreement that met Council policy while enabling affordable rental homes to be delivered and managed without public subsidy.

Outcome – Secured agreement for 434 affordable homes: 160 through a housing association and 274 through unsubsidised intermediate rent. The agreement allows the developer, with Council approval, to change which homes fulfil the affordable housing requirement, providing long-term flexibility. Our approach reconciled public policy with commercial delivery, creating a route to affordable homes with significantly less reliance on public funding.
